Introduction

The global landscape has changed drastically and will continue to do so at an even faster rate. Many countries give an importance to regional integration for more bargain power and more capability in international competition. Within ASEAN, globalization has heightened its sense of vulnerability and the need for closer regional cooperation. Meanwhile, many internal issues have expanded to international matters such as environment, natural disasters, communicable diseases, and transnational crime, etc. Therefore, ASEAN must strengthen cooperation to respond to such changes efficiently.

In 2003, the ASEAN leaders had common vision that ASEAN should strengthen cooperation and then agreed to establish an ASEAN Community by 2020. The ASEAN Community comprises of three pillars, namely political and security community, economic community and socio – cultural community that are closely intertwined and mutually reinforcing for the purpose of ensuring durable peace, stability, and shared prosperity in the region. After that, at the 12th ASEAN Summit in Cebu, the Philippines, the Leaders agreed to accelerate the establishment of the ASEAN Community by 2015

However, setting sail for ASEAN Community is not as smooth as silk. There are certainly some constraints and obstacles before going alongside a wharf. In the meantime, there are also benefits from being Community which all ten member countries would have a plan to seize. ASEAN member countries would not recognize only the impacts from those changes, but would also prepare to settle appropriate strategies and measures to respond such changes under ASEAN’s most benefits.
