โอกาสธุรกิจในโลกอาหรับ

Executive Summary

ปัจจุบันคนสนใจโลกอาหรับมากขึ้น โดยเฉพาะในด้านการเมืองและความมั่นคงที่มีการประท้วงโค่นล้มผู้นำลงจากอำนาจผ่านกระแสอาหรับสปริงที่แผ่ขยายในวงกว้าง แต่น้อยรายที่จะให้ความสนใจในด้านเศรษฐกิจ การค้า การลงทุนในโลกอาหรับซึ่งมีโอกาสที่น่าสนใจหลากประการดังนี้

• โลกอาหรับคือลูกค้ารายใหญ่ของอุตสาหกรรมภาคการเกษตรของไทย
• ผลิตภัณฑ์เกษตรของไทยมักเป็นอาหารขั้นพื้นฐาน ไม่ค่อยมีมูลค่าเพิ่ม (value added)
• จุดแข็งไทยในโลกอาหรับคืออุตสาหกรรมฮาลาลต้องให้การสนับสนุนมากขึ้น
• ตลาดอาหารฮาลาลนับรวมมุสลิมจาก OIC 57 ประเทศ ครอบคลุมประชากร 82% ของมุสลิมโลก
• ตลาดของประชากรชาวอิสลามมีขนาดใหญ่ถึง 1,300 ล้านคน
• ประเทศไทยมีส่วนแบ่งตลาดอาหารฮาลาลติดอันดับ 5 ของโลก รองจากอเมริกา บราซิล จีน และอินเดีย
• ตลาดตะวันออกกลางกำลังตื่นตัวเรื่องการใช้นวัตกรรมและเทคโนโลยีด้านอาหาร
• ความสร้างสรรค์ด้านการตลาด ต้องเพิ่มการอนุรักษ์สิ่งแวดล้อม ทำ CSR และเคารพในศาสนา
• ลูกค้าอาหรับรับการรักษาด้านการแพทย์ในไทยเยอะ เพราะที่นั่นขาดแคลนบุคลากรทางแพทย์ และไม่ค่อยให้ความไว้วางใจการแพทย์ในโลกอาหรับนัก
• ความเข้มแข็งของธุรกิจด้านการแพทย์ของไทยที่โลกอาหรับให้ความสนใจและประทับใจในการเข้ารับการรักษา
• ค่านิยมของคนอาหรับคล้ายคลึงคนไทย รักครอบครัว ให้ความเคารพแก่ผู้อาวุโสกว่า
• โลกอาหรับมีระบอบการปกครองที่แตกต่างกัน กระแสอาหรับสปริงไม่ได้ทำให้เกิดความเหมือนหรือคล้ายคลึงกันในประเทศที่ต่อต้านผู้นำ
• กฎหมายอิสลามมีผลต่อการประกอบธุรกิจ เช่น ห้ามคิดดอกเบี้ย ห้ามเล่นการพนัน
•  กลุ่มประเทศ GCC (Cooperation Council for the Arab States of the Gulf) ยังขาดแคลนบุคลากรด้านการแพทย์
• การขอวีซ่าเข้าประเทศอาหรับมีอุปสรรคมาก ต้องเร่งแก้ไขเพื่อเพิ่มโอกาสคนไทยในการขยายตลาดในโลกอาหรับ

สรุปประเด็นสำคัญ

Arab Spring: หลุมพรางเศรษฐกิจ การค้า การลงทุน และวัฒนธรรมธุรกิจ

งานสัมมนานี้จัดขึ้นโดยสยามอินเทลลิเจนซ์ ยูนิต และสถาบันเอเชียศึกษา จุฬาลงกรณ์มหาวิทยาลัย เมื่อวันพุธที่ 29 กุมภาพันธ์ 2555 ซึ่งมีประเด็นสำคัญที่น่าสนใจ 5 ประการ

ด้านการตลาด ผลิตภัณฑ์เกษตร อาหารฮาลาล ต้องให้การส่งเสริมอุตสาหกรรมฮาลาลของไทยมากยิ่งขึ้น เพื่อขยายตลาดในโลกอาหรับให้กับผู้ประกออบการวิสาหกิจขนาดกลางและขนาดย่อม (SMEs) มากขึ้น สินค้าทางเกษตรควรเพิ่มมูลค่า เพื่อทำให้ส่วนแบ่งตลาดและกำไรแก่ผู้จัดจำหน่วย และตอบสนองความต้องการของชาวอาหรับมากขึ้น โดยเฉพาะสินค้าเกษตรและอาหารควรยกระดับมาตรฐานและผนวกความรู้ทางเทคโนโลยีหรือนวัตกรรมใหม่ๆ เข้าไป เพื่อสอดรับกับลูกค้าชาวอาหรับที่ตื่นตัวเรื่องนี้กันมาก

ด้านการแพทย์ บุคลากรทางการแพทย์ของเหล่าประเทศในโลกอาหรับยังขาดแคลนผู้มีประสบการณ์ ผู้เชี่ยวชาญทางเทคนิค อีกทั้งคนไข้ขาดความไว้เนื้อเชื่อใจในตัวแพทย์อาหรับด้วย ดังนั้น ต้องเพิ่มโอกาสและปรับตัวเพื่อตอบสนองความต้องการรักษาทางการแพทย์ นอกจากนี้ จุดแข็งของธุรกิจการแพทย์ไทยอาจเป็นเพราะการรักษามีประสิทธิภาพ ราคาไม่แพง และลูกค้ามีความเชื่อมั่นในวงการธุรกิจการแพทย์ไทยมากกว่า ดังนั้น โอกาสด้านนี้ของไทยยังสดใส ควรให้การสนับสนุนในการลงทุนและช่วยขจัดมาตรการกีดกันทางการค้า การลงทุน เพื่อตอบสนองความต้องการผู้บริโภคชาวอาหรับได้รวดเร็วและสะดวกยิ่งขึ้น

ด้านวัฒนธรรม ความคล้ายคลึงกับประเทศไทยคือการให้ความเคารพแก่ผู้อาวุโสและรักครอบครัว ขณะที่ความแตกต่างนั้น หากเรียนรู้มากขึ้นย่อมเข้าใจได้อย่างชัดเจน อาทิ การให้เกียรติเขามากๆ จะทำให้เขายินดี ยินยอมกับความคิดเห็นหรือจุดยืนของเรามากขึ้น และควรงดเว้นการถกแถลงประเด็นศาสนา เพราะเป็นเรื่องสำคัญและอ่อนไหว ซึ่งไม่ควรพูดแยกนิกายใดๆ แต่ให้พูดโดยรวมเป็นประเด็นกว้างๆ มากกว่า เพราะสามารถสร้างความเข้าใจผิดได้ ส่วนเรื่องเวลานัดหมายนั้น โลกอาหรับค่อนข้างจะเป็นฝ่ายไม่ตรงต่อเวลา ดังนั้น หากติดต่อประสานงานกัน จำเป็นต้องใจเย็นและรักษาเวลาของตนด้วย

ด้านกฎหมาย ผู้ที่สนใจทำธุรกิจในโลกอาหรับ จำเป็นต้องให้ความใส่ใจในด้านกฎหมายอย่างยิ่ง เพราะประเทศในโลกอาหรับหลายประเทศไม่ได้ยึดหลักการกฎหมายอิสลามในรูปแบบหรือในทิศทางเดียวกัน มีความแตกต่างกัน ควรมีการฝึกอบรมเพื่อสร้างความเข้าใจให้ชัดเจนเพื่อให้การติดต่อกันเป็นไปอย่างราบรื่น

ด้านการเมืองการปกครอง แม้จะเกิดเหตุการณ์อาหรับสปริง เพื่อต่อต้าน โค่นล้มผู้นำในหลายประเทศ ไทยควรเฝ้าสังเกตการณ์ ติดตามความเคลื่อนไหว เพื่อจับกระแสในการผูกสัมพันธ์ และสร้างโอกาสในการทำการค้า การลงทุนได้อย่างถูกจังหวะมากขึ้น

ในแง่หนึ่ง การปรับตัวของโลกอาหรับต่อกระแสประชาธิปไตยในปัจจุบัน ไม่ว่าจะเป็นไปเพื่อให้มีการปกครองโดยยึดหลักศาสนาอิสลามมากขึ้น หรือได้รับการผลักดันจากกระแสที่กระจายไปทั่วโลกก็ตาม แต่ก็เป็นการเพิ่มช่องทางแห่งโอกาสในการเข้าถึงของประเทศอื่นๆ ได้มากขึ้น เพราะฉะนั้น ไม่จำเป็นต้องหวั่นกลัว หรือหวาดระแวงในการผูกมิตรกับประเทศในโลกอาหรับมากเกินไป การรับฟังข่าวสารข้อมูลอย่างรอบด้านจะช่วยเปิดโลกทัศน์และเข้าใจโลกอาหรับมากขึ้น

Transform Thailand

Transform Thailand is SIU’s third book.

Transform Thailand discussed about the need of “Economical Transformation” for Thailand in the next decade. Thailand has transformed itself once since 1960s from purely agricultural countries to industrialization. The export-led growth had driven the country quite well for nearly 50 years. However the 1997 financial crisis destroyed Thailand’s dream as a ‘newly industrialized country’ (NIC) and the fifth ‘Asian Tiger’.

As 2010s, Thailand’s current growth engine nearly reaches its limit. Our production sector can’t elevate to the next level of technological advance while the cost-driven advantage is highly competed by emerging economies. The usual Middle-income trap.

Thailand needs to find a new unique positions in the globalized world to survive in the next century. This book discusses possible scenarios Thailand could be in the near future. We interviewed many Thai public figures, scholars, politicians who once directed the country to see their dream of the ‘Next Thailand’.

Transform Thailand – Sample

SIU staffs, Kan Yuenyong and Chaiyaporn Sianpanit were invited by The Office of The National Broadcasting and Telecommunications Commission (NBTC), the regulator on broadcasting/telecommunications in Thailand, to teach NBTC staffs about political economy of media industry in Thailand.

The classes were taught during January-February 2010. There were total 120 NBTC staffs attended.

Beginning in January 2012, The SIU staff now has a TV program on Voice TV channel. The program, “Practical Report”, is the summary and analysis on big issue during the week. The airtime is Sunday’s noon & evening news.

The government’s Flood Relief Operations Center (FROC) hasn’t helped. One minister at the center, for instance, told residents in Bangkok’s fringe provinces to evacuate. Within hours, another insisted the situation was under control.

Thais have been told Bangkok would escape the floods. Now, they are told the capital could be swamped for a month. Many have given up listening.

“People now don’t trust the leadership of Yingluck and the government. They are hoarding food and water and now they are relying on social media for their information,” said Kan Yuanyong, director of Siam Intelligence Unit, a think-tank.

In recent appearances before reporters, Yingluck has looked exhausted, at times on the verge of tears with a tremor in her voice — in stark contrast to her seemingly boundless energy and confidence on the campaign trail.

Our project manager, Pichate Yingkiattikun, is also volunteering at Don Muang Airport and he gave his opinion for the article.

Pichate Yingkiattikun, project manager at Siam Intelligence Unit, a think tank, and another volunteer at the Mirror Foundation complained that while volunteers try to do what they can, he earlier spotted a man protesting outside against the government.

“Well, at least we should emerge with a slightly better understanding of one another,” Pichate said, of the politics of coloured shirts.

SIU co-organized the seminar with AKI and ITD. The seminar was joined by Apirak Kosayodhin, AKI President and Weerasak Kosurat, ITD Executive Director.

Thaksin tried to organize regular Pheu Thai execs meeting via Skype every Monday to follow the cabinet tasks. The public see this as the ‘real cabinet meeting’ beside the Yingluck’s cabinet meeting every Tuesday.

Reuters has a quote from Kan Yuenyong, SIU Director:

No one will be surprised if Thaksin wants to influence policy, but he is still, in theory, on the run from a two-year jail sentence and his presence at the meeting is provocative.

“This is the government’s weak point that opposition sides will use to attack Thaksin and Puea Thai, but it won’t make the government collapse,” said political analyst Kan Yuenyong at Siam Intelligence Unit.
